SPRINGFIELD — The City Council granted final approval to allow the rehabilitation of two vacant landmarks on State Street into 90 affordable apartment units, but delayed action on three separate cannabis operations until councilors get answers on the process used by City Hall to select each for a marijuana license.

The council voted 12-1 in separate votes to grant special permits to First Resource Co. of Boston to convert properties at 195 State St. and 300-310 State St. into residential properties. Councilor Sean Curran cast the only vote in opposition.
