People want to get high. Whats wrong with that? It's OK to drink Whiskey but Dope is illegal? Western jails are full of drunks. Pakistan/Afghanistan produce the Cognac of marijuana and yet their people have to struggle against poverty and illegal drug trafficking and criminal cartels. Britain, France and Iceland all smoke more marijuana phpc than Pakistan or Afghanistan, and they have had 40 years of war. Hypocrisy.
