  1. Dispensaries ask for ID , black marketers do not . Those who provide children access will continue to do so no matter what. Might as well generate revenue for your town because prohibitive actions haven't done shit for curbing usage. It is like nobody is paying attention to recent history , as in the failed drug policies. DUH .
