Traditional brick exteriors usually need an air gap and weep holes every few feet. From what I understand, hemp blocks are supposed to be vapor permeable. Does that mean the air gap and holes aren't necessary if you are using hemp alone?
What keeps the interior wall from moving if it’s not connected to the floor? Couldn’t the free floating barrier tape slide?

that brick looks like it was laid in type "S" mortar. if so those brick will have a difficult time with moisture content!
