NO one is gonna pay for overpriced weed, it will never stop because the people who own the weed shops charge 8x's or more then its worth because they have the control. The problem is retailers charge waaay to much , if you want to fix the problem you need to fix the prices , it is really that simple. No one is gonna buy illegally if the shops charge about the same price .

just legalize it for everyone on federal level, let anyone grow their own, the price will be dirt cheap, im talking like 10 dollars an eighth for the lazy to not grow their own and want to pay someone for their service, also put a limit cap on each individual to grow enough for them to save 3 months worth at a time for personal and also enough to sell to those who don't want to grow, make everyone grow at home only and limit a water usage to a minimum growing soil only instead of hydro which wastes to much water, this will drive out the cartels and black market growers, George Washington at one point made everyone grow hemp and if you didn't you;d be fined! , teach horticulture in school for free, make everyone grow organically and donate any extra for medical research.
