Africa could lead the cannabis industry with growing, adding value and exporting(Jamaica too given their rep and established 'branding') but Africa is so conservative that I do not see us being a player in this industry(with the exception of South Africa likely)
Ironically, we love drinking alcohol which is much worse than cannabis.
