  1. This is an excellent factual presentation and a lot of scientific research and work has gone into it. However, if we are to change anything for the outdated policies in the UK, we have to understand how we got here. Cannabis has been demonised since prohibition ended in the U.S in the 1930's and another enemy had to be found that could keep the team in work. It had the added advantage of targeting minority groups, (mostly black) and in later years the anti war movement of 60's America. I have always felt making Cannabis illegal was political and had nothing to do with protecting our health or well being. It serves the alcohol industry too which has a huge influence in lobbying our government (David -you will know this well!). Furthermore, as the Uk is a large exporter or medical cannabis, it serves their agenda for it to be illegal and only allowable under licence. Amazingly, they (government) still uses the argument that Cannabis has no medical benefit and there are no trials that serve to prove otherwise. Sadly, for conservatism, Cannabis is a hot potato they will never pick up. If cannabis legislation was really about harm reduction, and this could be applicable to all drugs, we have to lose the politics and rethink this. We should see this as a huge opportunity to destroy the black market around drugs, inform people about the risks, focus on harm reduction, wake up to the reality that people will take drugs no matter whether they are banned or not. The proof is in our record on the war on drugs, we are not winning it under this model and we never will.
